Since the end of the Communist regime in 1989, Romania has consolidated its democracy by gaining acceptance from political elites and civil society, reforming and restructuring the economy, and bringing the armed forces and intelligence agencies under democratic, civilian control. Years after the end of the Cold War, the post-Communist intelligence community - once persona non grata for both the Romanian citizens and the Western countries- has, surprisingly, become one of the more trusted state institutions. The path the intelligence agencies followed after the end of the Communist era has had ups and downs, but fifteen years after the Romanian Revolution the intelligence agencies are generally compatible with those within the European and Euro-Atlantic sphere and work hand-in-hand with them in fighting the difficult challenges in the current security environment.
This presentation explores the Romanian intelligence agencies' trajectory from the Communist-era "inquisition" toward democratic transparent services that promote Romania as a trusted partner in the world's democratic security. The presentation highlights what makes Romania an important case study: the role played by external forces in the intelligence reform and oversight. It concludes by describing where Romanian intelligence services are today in terms of reform, oversight and interoperability with similar Western bodies, and what remains to be done.
