A ABIN é o órgão central do Sistema Brasileiro de Inteligência - SISBIN, que tem, a seu cargo, planejar, executar, coordenar, supervisionar e controlar a atividade de Inteligência do País, cumprindo a política e as diretrizes traçadas nos termos da Lei que cria a Agência.
Synopsis of Tim Farr's Presentation
Mr. Tim Farr will make a presentation on the accountability mechanisms which have been created to review the operations of the Canadian Security Intelligence Service (CSIS).
His presentation will focus on three organizations. The first is the Inspector General, CSIS which is an internal review body which monitors CSIS activities and reports directly to the Minister of Public Safety and Emergency Preparedness. The second is the Security Intelligence Review Committee (SIRC), which is an independent, external review body which reports to Canada's Parliament. Third, he will discuss the Canadian Government's proposal to establish a new Committee of Parliamentarians, to review CSIS and other departments and agencies involved in national security intelligence.
To conclude his presentation, Mr. Farr will try to highlight some of the major differences which distinguish SIRC (the organization he knows best) from the mechanisms which exist in the United States and the United Kingdom. His remarks will touch on membership, access to classified information, differences between review and oversight, the complaints function, and the relative influence of these bodies on government policy and decision-making.
