A ABIN é o órgão central do Sistema Brasileiro de Inteligência - SISBIN, que tem, a seu cargo, planejar, executar, coordenar, supervisionar e controlar a atividade de Inteligência do País, cumprindo a política e as diretrizes traçadas nos termos da Lei que cria a Agência.

At present, Mr. Ugarte is an advisor to the National Senate in matters of Defense and Security. From 1/1/84 and 12/31/96, he was an advisor to the House of Representatives of Argentina. He collaborated with the drafting of the Armed Forces Reorganization Act.

He also contributed in the drafting of the National Defense Act and the Domestic Security Act and was involved in the drafting of the Volunteer System. Faculty member at the Universidad de Buenos Aires and the Universidad Católica de Santiago del Estero (Administrative Law).

Mr. Ugarte is also a Professor at the Staff Colleges of the Argentine Coast Guard and National Gendarmerie (Public Security Policy) and at the Universidad Católica de Salta (Domestic Security Doctrine). From 1991 to 1996, he was an Associate Professor at the Universidad del Salvador where he taught "Strategy Issues".

Chairman of the Center for Public Security Studies (CESEP).

He took part in numerous conferences and seminars held in Argentina as well as in Nicaragua, Guatemala, Panamá, El Salvador, Uruguay, Brazil, Angola, United States, Portugal and Germany.

He was a Verification Officer for the MINUGUA - UN mission (1998).
