Tim Farr is the Associate Executive Director of Canada's Security Intelligence Review Committee (SIRC). This is an independent, external agency which reports to the Parliament of Canada on the operations of the Canadian Security Intelligence Service.
Before joining SIRC, Mr. Farr was an Assistant Commissioner in the Correctional Service of Canada, and a Director General in the department now known as Public Safety and Emergency Preparedness. Similar to SIRC, both of these organizations are responsible for striking a balance between the security of the state and the rights and freedoms of individual citizens.
Mr. Farr has been a public servant for over 25 years and has worked in a variety of federal departments and central agencies. These include the Privy Council Office, the Federal-Provincial Relations Office, Agriculture, Supply and Services, Indian and Northern Affairs, Industry and Regional Economic Expansion. Much of his professional career has been spent as a manager in the areas of strategic communications, planning, policy analysis and development.
Most notably, he was involved in two unsuccessful attempts to amend Canada's Constitution: the 1992 Charlottetown negotiations and the 1987 First Ministers' Conference on Aboriginal Self-Government. He was also involved in launching a series of measures designed to improve Canadians' understanding of the criminal justice system and especially their attitudes towards convicted federal offenders. He continues to work with a voluntary organization involved in their safe reintegration into local communities.
Married for over 30 years and the father of two children, Mr. Farr is a passionate canoeist who has traveled through wilderness areas in many parts of northern Canada.
