A ABIN é o órgão central do Sistema Brasileiro de Inteligência - SISBIN, que tem, a seu cargo, planejar, executar, coordenar, supervisionar e controlar a atividade de Inteligência do País, cumprindo a política e as diretrizes traçadas nos termos da Lei que cria a Agência.

Estudos Estratégicos, segurança nacional, inteligência estratégica, terrorismo, migração, construção de cenários, análise de tendências criminais, segurança privada.
Prof Hough já teve vários artigos e ensaios sobre assuntos estratégicos publicados. Também foi membro da Força-Tarefa que esboçou o Relatório Oficial sobre Migração na África do Sul, e do Comitê de Indicações para membros do Quadro de Seleção de Imigrantes. É também co-autor de uma série de estudos sobre assuntos de migração encomendados pelo Ministério do Interior. Cooperou na elaboração do Protocolo sobre Facilitação de Movimento de Pessoas na FDAS. Serviu numa sub-comissão da Estrutura Nacional Interministerial sobre a movimentação de bens ilegais. Já organizou vários workshops, conferências e mini-cursos.
