A ABIN é o órgão central do Sistema Brasileiro de Inteligência - SISBIN, que tem, a seu cargo, planejar, executar, coordenar, supervisionar e controlar a atividade de Inteligência do País, cumprindo a política e as diretrizes traçadas nos termos da Lei que cria a Agência.

NATIONAL PROGRAM FOR THE PROTECTION OF KNOWLEDGE

In the Intelligence activity, there is a strict relationship between the performance of institutional objectives and personal attributes which guide the performance of the different tasks aimed at the advisement of governmental action. In this relationship are included certain principles, among which, ethics, moral, and security.

In relation to the field of security, it should be observed that the directives and safeguarding procedures establish compartmental and functional restrictions necessary when dealing with classified issues.

The Intelligence activity is directed toward the establishment of a set of norms, mechanisms, and procedures intended to protect data, knowledge, areas, people, and means of interest to the society and the State, so that it counteracts or reduces risks of adverse threats.

Security segments have the objective, among others, to prevent acts of espionage, sabotage, and the action of natural phenomena that may cause unduly divulgation, destruction or adulteration of the classified matter.

National Program for the Protection of Knowledge

Brazil presents significative advance in strategic areas – airspace, biotechnology, energy matrixes, new material, information technology - which provide competitive advantage in the international scenario.

This profile, incremented by the rich Brazilian biodiversity and traditional knowledge, associated and acknowledged by the Intelligence of the State as a strategic component of the partrimony and national sovereignty, makes the country a target of actions such as espionage and biopiracy.

Abin has the legal competence to plan and execute the protection of this sensitive knowledge. In order to perform this duty, the Agency has implemented the National Program for the Protection of Knowledge (PNPC), in partnership with national institutions, public and private, that generate and hold sensitive knowledge and perform essential services for the social-economic development of the country.

PNPC anticipates, among other activities, the sensibilization of people, the elaboration of diagnoses, and the normatization of protection procedures directed towards areas, facilities, documents and material, people and information.
